Det finns fler orsaker till att Indien plågas av terroristdåd. Många av dem är inhemska. Andra hämtar sitt bränsle från konflikten på Sri Lanka, övergreppen i Kashmir eller i motsättningarna i grannländerna Pakistan och Bangladesh. Eller för den delen motsättningarna mellan regimen i Pakistan och regeringen i Indien.
Bland de inhemska orsakerna finns fascismen hos det hindunationalistiska BJP som lett till fler terrordåd och övergrepp riktade mot Indiens stora muslimska befolkning:
It is clear that the BJP itself is playing up the term ‘Hindu terror,’ hoping to erect a saffron shield for the terrorists of the Sangh Parivar and to consolidate Hindu sentiment in their favour. ‘Hindu’ terror is a false and misleading term, however. We should call a spade a spade and give the Malegaon blasts and similar terrorist acts the name they deserve: ‘Sanghi’ terrorism. This brand of terrorism resorts to both communal pogroms and blasts to spread hatred against minorities and whip up communal frenzy. BJP is a direct beneficiary of such Sanghi terrorism. A unique feature of Sanghi terrorism is the fact that its sole purpose is to defame the Muslim community (care was taken to leave tell-tale markers indicating that the bombs were Muslim handiwork). This was intended to whip up atmosphere of fear and hatred against Muslims that would be harvested by the BJP as votes in impending elections.
Övergrep som av BJP ibland motiveras med att man skyddar hinduiska intressen mot den indiska regimens förtryck och terroristjakt som drabbar oskyldiga hinduer. Fast sanningen är den omvända. Det är landets muslimer som oftast drabbas av den indiska regeringens terroristjakt:
The Sangh Parivar and BJP now claim that the arrest of sadhus and sadhvis indicates that terror investigations are being ‘communalised’ to ‘malign’ the Hindu faith. Terror investigations are all too often communally biased: but against the Muslim minority. Brutal torture and fake encounter of Muslim ‘suspects’ is a routine feature of such investigation. Mecca Masjid blast suspects in Hyderabad, who have been exonerated, have testified to having been subjected to inhuman torture. Branded as terrorists, they are politically and socially untouchable for life.
Sambandet mellan BJP och många terrordåd verkar vara klarlagt. Det finns till och med misstankar om att BJP iscensätter terrordåd för att avleda uppmärksamheten från den egna korruptionen. Dessutom kan man skylla på muslimer och ytterligare uppamma hat och motsättningar inom den indiska befolkningen:
Close on the heels of the trust vote fiasco in Lok Sabha, two major urban centres in the country have been rocked by serial bomb explosions on two successive days. Before the country could even begin to cope with the Bangalore blasts, came the news of bigger and more lethal blasts from Ahmedabad. The twin terror strikes have claimed a death toll of more than fifty, leaving many more injured and the entire country shocked and traumatised.
Are the blasts a fall-out of the trust vote and the resultant fast forward movement towards complete operationalisation of the nuke deal? Both Bangalore and Ahmedabad are capitals of BJP-ruled states. Not so long ago, Jaipur, the capital of another BJP-ruled state had experienced similar blasts. Do the blasts then reveal any particular pattern of terrorists targeting BJP-ruled states? A senior BJP leader has even termed the blasts a ploy to divert public attention from the cash-for-votes scam.
Nu är det väl snarats så att BJP utnyttjar läget och inte själva är inblandade och att orsakerna till de olika terrordåden är lite mer komplexa. Indiens och USA:s olika avtal spelar därvidlag förmodligen en avgörande roll för att Indien ska bli föremål för terroristattacker:
The biggest weapon against terror is the people and bureaucratic, repressive governance can never mobilise the support of the people. Countries with a sensitive and responsive mode of administration and welfarist governance are clearly less vulnerable to the challenge of terrorism, and also better adept at facing the threat. Also, it is now also increasingly acknowledged that recent incidents of terror in India have less to do with local grievances – rather they are an integral part of the US-led global war. The deeper India’s strategic partnership with the US, the greater is India’s vulnerability to globalised terror. Just as globalisation of India’s economy has led to ‘imported’ crisis on all fronts – be it food, fuel or finance, Americanisation of India’s foreign policy is a sure invitation to terrorism of the globalised variety.
No matter whether the recent blasts have anything to do with the nuke deal, to offer an effective political and popular resistance to terror India will have to root out communal fascist politics and discriminatory laws and governance at home and extricate herself from Washington’s lethal strategic embrace.
Något som också engelska Socialist Workers Party konstaterar samtidigt som man också lyfter fram den indiska regeringens förtryck mot den muslimska befolkningen i Kashmir:
Indian security services have been quick to point the finger at “Pakistani agents”. This has become their standard refrain following any terrorist outrage. But the accusation is a cover for the real reason why India has become a target for terrorists.
Indian armed forces have been pounding the disputed territory of Kashmir with mortars, shells and missiles for decades in an attempt to hold on to the Muslim majority province.
And the recent nuclear deal between the US and Indian governments has highlighted India’s increasingly prominent role as an ally of US imperialism across South Asia and beyond.
The overwhelming majority of the Indian population stands against communal violence, war and imperialism. Revulsion at attacks on religious and ethnic groups is as much the norm as opposition to the prospect of war with Pakistan.
Det finns all anledning att tro att attacken riktades mot västerlänningar i Mumbai just på grund av att Indien alltmer blivt en viktig allierad till USA i området. Bland annat genom det senaste avtalet om kärnvapen. Det fruktansvärda terrordåden, som måste fördömas hårt, har förmodligen alltså ett klart samband med USA:s politik i området.
