Wikileaks: Hur USA, och EU, bedriver smutsig klimatpolitik

Det som tidigare kom fram genom vittnesmål från förhandlare och politiker från länder i Syd bekräftas nu genom Wikileaks: USA har manipulerat klimatförhandlingarna inför, under och efter Köpenhamn. Och EU ansluter sig gladeligen till denna taktik.

Det s k Copenhagen accord, som endast noterades av länderna i Köpenhamn, skulle baxas fram genom  att koppla bistånd till uttalat stöd för accordet. Maldiverna nämns i artikeln på brittiska The Guardian’s hemsida. Andra länder som Bolivia och Ecuador förlorade sitt bistånd i april 2010 för att de inte ville stödja Copenhagen Accord.

Det är nedslående att läsa hur EU vurmar för USA. EU tappade initiativet i klmatförhandlingarna fullständigt, till både USA och BASIC-länderna. Men såhär säger EU:s klimatkommissionär Connie Hedegaard enligt The Guardian:

But on 11 February, Pershing met the EU climate action commissioner, Connie Hedegaard, in Brussels, where she told him, according to a cable, “the Aosis [Alliance of Small Island States] countries ‘could be our best allies’ given their need for financing“. [… ] Hedegaard is keen to reassure Froman of EU support, revealing a difference between public and private statements. “She hoped the US noted the EU was muting its criticism of the US, to be constructive,” the cable said. Hedegaard and Froman discuss the need to “neutralise, co-opt or marginalise unhelpful countries including Venezuela and Bolivia”, before Hedegaard again links financial aid to support for the accord, noting “the irony that the EU is a big donor to these countries”.

Kate Horner, Policy Analyst hos Friends of the Earth U.S., hade följande kommentar, direkt från Cancún:

“These leaked cables confirm what we’ve heard from many developing country delegates: The U.S. has threatened to withhold assistance it owes poor countries in order to bully them into accepting a shoddy climate deal. This is far from the cooperative international engagement we were promised by President Obama. Todd Stern and Jonathan Pershing should apologize, and the U.S. must start acting as a constructive force in the negotiations and stop these destructive bullying tactics.”

Det aktuella läget i förhandlingarna i Cancún är att trycket är enormt att församlingen formellt ska acceptera Copenhagen Accord. Japan har hotat att blockera en fortsättning av Kyotoprotokollet, det bindande avtalet där ett stort antal rika länder förbinder sig till utsläppsminskningar. Vad har man då kvar, mer än ett Accord med frivilliga minskningar?

FN:s klimatpanel har dock rapporterat att de nuvarande frivilliga löftena i Copenhagen Accord kan leda till en 2,5 till 5 (!) graders temperaturökning. Bolivia och andra ALBA länder protesterar starkt mot att dumpa Kyotoprotokollet:

Solon [Bolivias ambassadör til FN, red. anm.] noted that making a second round of commitments was a treaty obligation for all signatories (Article 3.9) and not something that could be negotiated. […] The position of the ALBA countries was reaffirmed by many other developing nations in an afternoon meeting of the G77 and China, at which representatives of African Group and the Arab League informed Mexican Ambassador Luis Alfonso de Alba that they would insist on the need to uphold the Kyoto Protocol as the best means to avert the climate crisis.
